the law provides certain protections to our servicemembers.”
Ensuring our service members receive the full protections
provided by SCRA is patriotic. The sacrifice our military continues
to make can never be repaid but we as bankers should make every
effort to support service members and their families, including
making sure they receive the appropriate level of service and
benefits this act was designed to provide. We should continuously
look for opportunities to educate our employees and service
members about the rights SCRA provides them. ■
ABOUT THE AUTHORS:
RICHARD H. HARVEY, JR., ESQUIRE, CRCM, is chief compliance
officer and general counsel for New York-based Skrill, U.S.A. Before
then, he was chief compliance officer at State Farm Bank. Prior
to joining State Farm he served as a senior vice president and
chief compliance officer for Rabobank. Harvey is a graduate of the
Catholic University of America Columbus School of Law. He served
as an enforcement and litigation attorney with the Office of Thrift
Supervision (Formerly the Federal Home Loan Bank Board) from
1986 to 1993 before joining Chevy Chase Bank in 1995. He served as
the bank’s chief compliance officer and chief privacy officer until
2002. In 2002, he joined E*Trade Bank as director, chief compliance
officer. In 2003, Harvey joined Washington Mutual Bank and served
as first vice president, regulatory analysis manager. In 2004, he
joined Silicon Valley Bank as a senior vice president and chief
compliance officer.
Harvey currently serves as a board and faculty member for
the American Bankers Association (ABA) School of Compliance
Risk Management. Harvey has also taught a course on compliance

of the ABA’s Compliance Executive Committee and its Compliance
Conference Planning Committee. He has also served on the ABA’s
Government Relations Council and the ABA’s Privacy Task Force.

RYAN RASSKE is the founder and president of RiskGap Advisors.
Prior to starting RiskGap Advisors, he was senior vice president,
risk and financial crimes director for Associated Banc-Corp.
Before joining Associated in 2003, Ryan served in the U.S. Marine
Corp and was employed with the U.S. Secret Service in the
Washington D.C. metropolitan area. His banking career started
at E*TRADE Bank as the Bank Secrecy Act and anti-money
laundering officer.
Rasske currently serves as an Advisory Board member and
faculty for the American Bankers Association (ABA) National
Compliance School and Board of Advisors for the ABA Online
Professional Compliance Curriculum. He actively participates in the
ABA Money Laundering Issues Group. He conducts several training
programs throughout the year specializing in risk assessments and
has written several articles for the ABA Bank Compliance magazine.
He has spoken at the ABA Regulatory Compliance Conference, ABA
Money Laundering Conference, and NACHA (The Electronic Payments
Association) Payments Conference. He has been an instructor at the
prestigious Stonier School of Banking at Wharton University.
Rasske has a bachelor degree in management and business
administration. He has a certification in Enterprise Risk Management at
Kellogg School of Management and Stanford University’s Strategic and
